國務院關于進一步加強企業安全生產工作的通知

各省、自治區、直(zhi)轄(xia)市(shi)人(ren)民政府,國(guo)務院各部委、各直(zhi)屬機構(gou):
近(jin)年來,全(quan)(quan)國(guo)生(sheng)(sheng)產(chan)安(an)全(quan)(quan)事(shi)故(gu)逐年下(xia)降,安(an)全(quan)(quan)生(sheng)(sheng)產(chan)狀況總體(ti)穩定、趨于好(hao)轉,但形勢依然十分嚴(yan)峻(jun),事(shi)故(gu)總量仍然很(hen)大(da),非法違法生(sheng)(sheng)產(chan)現(xian)象嚴(yan)重(zhong)(zhong),重(zhong)(zhong)特大(da)事(shi)故(gu)多發頻發,給人(ren)民群眾生(sheng)(sheng)命財產(chan)安(an)全(quan)(quan)造成重(zhong)(zhong)大(da)損失,暴(bao)露出一些企業重(zhong)(zhong)生(sheng)(sheng)產(chan)輕安(an)全(quan)(quan)、安(an)全(quan)(quan)管理(li)薄弱、主體(ti)責任(ren)不落(luo)實(shi),一些地方和(he)部門安(an)全(quan)(quan)監管不到位等(deng)突出問題。為進一步加強安(an)全(quan)(quan)生(sheng)(sheng)產(chan)工作(zuo),全(quan)(quan)面提高企業安(an)全(quan)(quan)生(sheng)(sheng)產(chan)水平,現(xian)就有(you)關事(shi)項(xiang)通(tong)知如下(xia):
一、總體要求
1.工作(zuo)要求。深入貫徹落實(shi)(shi)科學發(fa)展(zhan)(zhan)觀,堅持(chi)以人為(wei)本,牢固(gu)樹立安(an)(an)(an)全(quan)發(fa)展(zhan)(zhan)的(de)理(li)念,切實(shi)(shi)轉(zhuan)變經(jing)(jing)濟(ji)發(fa)展(zhan)(zhan)方式(shi),調整產(chan)業(ye)結(jie)構(gou),提高經(jing)(jing)濟(ji)發(fa)展(zhan)(zhan)的(de)質量和效益,把經(jing)(jing)濟(ji)發(fa)展(zhan)(zhan)建(jian)立在安(an)(an)(an)全(quan)生(sheng)產(chan)有(you)可靠保障的(de)基礎上(shang);堅持(chi)“安(an)(an)(an)全(quan)第一、預防為(wei)主、綜合治理(li)”的(de)方針,全(quan)面加(jia)強(qiang)企業(ye)安(an)(an)(an)全(quan)管(guan)理(li),健全(quan)規章制(zhi)度,完善安(an)(an)(an)全(quan)標(biao)準(zhun),提高企業(ye)技術水平,夯實(shi)(shi)安(an)(an)(an)全(quan)生(sheng)產(chan)基礎;堅持(chi)依(yi)法依(yi)規生(sheng)產(chan)經(jing)(jing)營,切實(shi)(shi)加(jia)強(qiang)安(an)(an)(an)全(quan)監管(guan),強(qiang)化企業(ye)安(an)(an)(an)全(quan)生(sheng)產(chan)主體責(ze)任落實(shi)(shi)和責(ze)任追究,促進我國安(an)(an)(an)全(quan)生(sheng)產(chan)形勢實(shi)(shi)現根本好(hao)轉(zhuan)。
2.主(zhu)要(yao)(yao)任(ren)務。以煤礦、非煤礦山、交通運輸、建筑施工、危險(xian)化(hua)學品、煙花爆竹(zhu)、民用爆炸物品、冶金等行(xing)業(領域)為(wei)重(zhong)點(dian),全(quan)面加(jia)(jia)強企業安(an)(an)全(quan)生(sheng)(sheng)產(chan)(chan)(chan)工作(zuo)。要(yao)(yao)通過更加(jia)(jia)嚴格的(de)目標考核和責任(ren)追究(jiu),采(cai)取更加(jia)(jia)有(you)效的(de)管理手段和政(zheng)策措施,集中整(zheng)治(zhi)非法(fa)違法(fa)生(sheng)(sheng)產(chan)(chan)(chan)行(xing)為(wei),堅(jian)決遏制重(zhong)特大(da)事故發(fa)生(sheng)(sheng);要(yao)(yao)盡快建成(cheng)完善的(de)國(guo)(guo)家(jia)安(an)(an)全(quan)生(sheng)(sheng)產(chan)(chan)(chan)應急(ji)救援體系,在高(gao)危行(xing)業強制推行(xing)一(yi)批(pi)安(an)(an)全(quan)適用的(de)技(ji)(ji)術裝備和防護設施,最大(da)程度減少事故造成(cheng)的(de)損(sun)失;要(yao)(yao)建立(li)更加(jia)(jia)完善的(de)技(ji)(ji)術標準體系,促進企業安(an)(an)全(quan)生(sheng)(sheng)產(chan)(chan)(chan)技(ji)(ji)術裝備全(quan)面達到國(guo)(guo)家(jia)和行(xing)業標準,實現我國(guo)(guo)安(an)(an)全(quan)生(sheng)(sheng)產(chan)(chan)(chan)技(ji)(ji)術水平的(de)提(ti)高(gao);要(yao)(yao)進一(yi)步(bu)調(diao)整(zheng)產(chan)(chan)(chan)業結構,積極(ji)推進重(zhong)點(dian)行(xing)業的(de)企業重(zhong)組和礦產(chan)(chan)(chan)資源開發(fa)整(zheng)合,徹底(di)淘汰安(an)(an)全(quan)性能低(di)下(xia)、危及安(an)(an)全(quan)生(sheng)(sheng)產(chan)(chan)(chan)的(de)落后產(chan)(chan)(chan)能;以更加(jia)(jia)有(you)力的(de)政(zheng)策引導,形成(cheng)安(an)(an)全(quan)生(sheng)(sheng)產(chan)(chan)(chan)長效機制。
二、嚴格企業安全管理
3.進一步規(gui)范企業生(sheng)(sheng)(sheng)產(chan)經營行為。企業要(yao)健全完善(shan)嚴(yan)(yan)格的(de)安全生(sheng)(sheng)(sheng)產(chan)規(gui)章制(zhi)度(du),堅持不(bu)安全不(bu)生(sheng)(sheng)(sheng)產(chan)。加(jia)強對生(sheng)(sheng)(sheng)產(chan)現場監督(du)檢查,嚴(yan)(yan)格查處違章指揮、違規(gui)作業、違反(fan)勞動紀律的(de)“三違”行為。凡超(chao)能力、超(chao)強度(du)、超(chao)定員組織(zhi)生(sheng)(sheng)(sheng)產(chan)的(de),要(yao)責(ze)令停產(chan)停工整頓,并(bing)對企業和(he)企業主要(yao)負責(ze)人依法給予規(gui)定上(shang)限的(de)經濟處罰。對以整合、技改名義違規(gui)組織(zhi)生(sheng)(sheng)(sheng)產(chan),以及規(gui)定期(qi)限內未實施(shi)改造(zao)或故(gu)意拖延工期(qi)的(de)礦井,由(you)地方政(zheng)府依法予以關閉(bi)。要(yao)加(jia)強對境外中資(zi)企業安全生(sheng)(sheng)(sheng)產(chan)工作的(de)指導和(he)管理,嚴(yan)(yan)格落(luo)實境內投資(zi)主體(ti)和(he)派(pai)出企業的(de)安全生(sheng)(sheng)(sheng)產(chan)監督(du)責(ze)任。
4.及時排查治(zhi)理安全(quan)(quan)隱(yin)患。企業(ye)要經常性開(kai)展安全(quan)(quan)隱(yin)患排查,并(bing)切實做到整改(gai)措施、責(ze)(ze)任、資金、時限和預案“五到位”。建立以安全(quan)(quan)生(sheng)產(chan)專(zhuan)業(ye)人員為主(zhu)導的隱(yin)患整改(gai)效果評價制度,確保整改(gai)到位。對(dui)隱(yin)患整改(gai)不力(li)造成事故的,要依法(fa)追究(jiu)企業(ye)和企業(ye)相關負責(ze)(ze)人的責(ze)(ze)任。對(dui)停(ting)產(chan)整改(gai)逾期未完成的不得復(fu)產(chan)。
5.強化生產過(guo)程管理的(de)(de)領(ling)導責(ze)(ze)任。企業(ye)主要負責(ze)(ze)人(ren)(ren)和領(ling)導班(ban)子成員要輪流現場(chang)帶(dai)班(ban)。煤(mei)(mei)礦(kuang)、非煤(mei)(mei)礦(kuang)山要有(you)(you)礦(kuang)領(ling)導帶(dai)班(ban)并(bing)與(yu)工(gong)人(ren)(ren)同時(shi)下(xia)井(jing)、同時(shi)升(sheng)井(jing),對無企業(ye)負責(ze)(ze)人(ren)(ren)帶(dai)班(ban)下(xia)井(jing)或該帶(dai)班(ban)而未(wei)帶(dai)班(ban)的(de)(de),對有(you)(you)關責(ze)(ze)任人(ren)(ren)按擅離(li)職守處(chu)理,同時(shi)給予規定上(shang)限(xian)的(de)(de)經濟(ji)處(chu)罰(fa)(fa)。發(fa)生事故(gu)而沒有(you)(you)領(ling)導現場(chang)帶(dai)班(ban)的(de)(de),對企業(ye)給予規定上(shang)限(xian)的(de)(de)經濟(ji)處(chu)罰(fa)(fa),并(bing)依(yi)法從(cong)重追究企業(ye)主要負責(ze)(ze)人(ren)(ren)的(de)(de)責(ze)(ze)任。
6.強化(hua)職(zhi)工(gong)(gong)安(an)全培(pei)訓(xun)。企(qi)業(ye)主(zhu)要負責人和安(an)全生產管理人員(yuan)、特殊工(gong)(gong)種人員(yuan)一律嚴格(ge)考核,按(an)國家有關規(gui)定(ding)持職(zhi)業(ye)資格(ge)證(zheng)書(shu)上(shang)崗(gang)(gang);職(zhi)工(gong)(gong)必須全部(bu)經過培(pei)訓(xun)合格(ge)后上(shang)崗(gang)(gang)。企(qi)業(ye)用工(gong)(gong)要嚴格(ge)依照勞動(dong)合同(tong)法(fa)與職(zhi)工(gong)(gong)簽(qian)訂勞動(dong)合同(tong)。凡存在不經培(pei)訓(xun)上(shang)崗(gang)(gang)、無證(zheng)上(shang)崗(gang)(gang)的(de)企(qi)業(ye),依法(fa)停產整頓。沒有對(dui)井下(xia)作業(ye)人員(yuan)進行安(an)全培(pei)訓(xun)教育,或(huo)存在特種作業(ye)人員(yuan)無證(zheng)上(shang)崗(gang)(gang)的(de)企(qi)業(ye),情節嚴重(zhong)的(de)要依法(fa)予(yu)以關閉。
7.全(quan)面開展安(an)(an)全(quan)達標(biao)。深(shen)入開展以崗位達標(biao)、專業(ye)(ye)達標(biao)和(he)企業(ye)(ye)達標(biao)為(wei)內(nei)容(rong)的(de)安(an)(an)全(quan)生產(chan)標(biao)準化建(jian)設,凡在(zai)規(gui)定(ding)時間內(nei)未(wei)(wei)實(shi)現達標(biao)的(de)企業(ye)(ye)要依(yi)法暫(zan)扣(kou)其(qi)生產(chan)許(xu)可(ke)(ke)證、安(an)(an)全(quan)生產(chan)許(xu)可(ke)(ke)證,責令停(ting)產(chan)整頓;對整改(gai)逾期未(wei)(wei)達標(biao)的(de),地方政(zheng)府要依(yi)法予以關(guan)閉。
三、建設堅實的技術保障體系
8.加強(qiang)企(qi)業(ye)生(sheng)(sheng)產技術管(guan)理。強(qiang)化(hua)企(qi)業(ye)技術管(guan)理機構的(de)安(an)(an)全(quan)職能,按規定配備安(an)(an)全(quan)技術人員(yuan),切實(shi)(shi)落實(shi)(shi)企(qi)業(ye)負(fu)責(ze)人安(an)(an)全(quan)生(sheng)(sheng)產技術管(guan)理負(fu)責(ze)制,強(qiang)化(hua)企(qi)業(ye)主(zhu)要(yao)技術負(fu)責(ze)人技術決(jue)策和指揮權。因安(an)(an)全(quan)生(sheng)(sheng)產技術問題不解(jie)決(jue)產生(sheng)(sheng)重大(da)隱患的(de),要(yao)對企(qi)業(ye)主(zhu)要(yao)負(fu)責(ze)人、主(zhu)要(yao)技術負(fu)責(ze)人和有(you)關(guan)人員(yuan)給(gei)予處(chu)罰;發生(sheng)(sheng)事故的(de),依法追究(jiu)責(ze)任。
9.強制(zhi)推行先進(jin)適用(yong)(yong)的技術(shu)裝(zhuang)(zhuang)(zhuang)備。煤礦、非煤礦山要制(zhi)定(ding)和實施生(sheng)(sheng)產技術(shu)裝(zhuang)(zhuang)(zhuang)備標準(zhun),安(an)(an)(an)裝(zhuang)(zhuang)(zhuang)監測監控系(xi)統(tong)、井下人員(yuan)定(ding)位系(xi)統(tong)、緊(jin)急避險(xian)系(xi)統(tong)、壓風自救系(xi)統(tong)、供水施救系(xi)統(tong)和通信聯絡系(xi)統(tong)等(deng)技術(shu)裝(zhuang)(zhuang)(zhuang)備,并于3年之(zhi)內(nei)完成。逾(yu)期未安(an)(an)(an)裝(zhuang)(zhuang)(zhuang)的,依法暫扣安(an)(an)(an)全(quan)(quan)生(sheng)(sheng)產許可證、生(sheng)(sheng)產許可證。運輸(shu)危險(xian)化(hua)(hua)學品、煙花(hua)爆竹(zhu)、民用(yong)(yong)爆炸物品的道路專用(yong)(yong)車(che)輛,旅游包車(che)和三類以上的班線客車(che)要安(an)(an)(an)裝(zhuang)(zhuang)(zhuang)使用(yong)(yong)具有行駛(shi)記錄(lu)功能的衛星定(ding)位裝(zhuang)(zhuang)(zhuang)置,于2年之(zhi)內(nei)全(quan)(quan)部(bu)完成;鼓勵有條件的漁船安(an)(an)(an)裝(zhuang)(zhuang)(zhuang)防撞自動識(shi)別系(xi)統(tong),在大型(xing)(xing)尾礦庫安(an)(an)(an)裝(zhuang)(zhuang)(zhuang)全(quan)(quan)過程在線監控系(xi)統(tong),大型(xing)(xing)起重機械要安(an)(an)(an)裝(zhuang)(zhuang)(zhuang)安(an)(an)(an)全(quan)(quan)監控管(guan)理系(xi)統(tong);積極(ji)推進(jin)信息(xi)化(hua)(hua)建設(she),努力提高企業安(an)(an)(an)全(quan)(quan)防護水平。
10.加快安(an)全(quan)(quan)生(sheng)(sheng)(sheng)(sheng)產(chan)技(ji)(ji)術研(yan)發(fa)。企業(ye)(ye)在(zai)年度財務(wu)預算中(zhong)(zhong)必(bi)須確定必(bi)要(yao)的安(an)全(quan)(quan)投入。國(guo)家鼓勵企業(ye)(ye)開展(zhan)安(an)全(quan)(quan)科技(ji)(ji)研(yan)發(fa),加快安(an)全(quan)(quan)生(sheng)(sheng)(sheng)(sheng)產(chan)關(guan)鍵(jian)技(ji)(ji)術裝備(bei)(bei)的換代升級。進一(yi)(yi)步落實(shi)《國(guo)家中(zhong)(zhong)長期(qi)(qi)科學(xue)和技(ji)(ji)術發(fa)展(zhan)規(gui)劃綱要(yao)(2006-2020年)》等,加大對(dui)高(gao)危行業(ye)(ye)安(an)全(quan)(quan)技(ji)(ji)術、裝備(bei)(bei)、工(gong)藝和產(chan)品研(yan)發(fa)的支持力(li)度,引導高(gao)危行業(ye)(ye)提(ti)高(gao)機械化、自(zi)動化生(sheng)(sheng)(sheng)(sheng)產(chan)水平,合理確定生(sheng)(sheng)(sheng)(sheng)產(chan)一(yi)(yi)線用工(gong)。“十二五”期(qi)(qi)間要(yao)繼(ji)續組織研(yan)發(fa)一(yi)(yi)批(pi)提(ti)升我國(guo)重點(dian)行業(ye)(ye)領(ling)域安(an)全(quan)(quan)生(sheng)(sheng)(sheng)(sheng)產(chan)保障能(neng)力(li)的關(guan)鍵(jian)技(ji)(ji)術和裝備(bei)(bei)項目。
四、實施更加有力的監督管理
11.進一(yi)步(bu)加(jia)大安(an)全監(jian)(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)力度。強化(hua)安(an)全生產(chan)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)部(bu)(bu)門對(dui)安(an)全生產(chan)的(de)綜(zong)合監(jian)(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan),全面落實公安(an)、交通、國土資源、建(jian)設、工商、質(zhi)(zhi)檢(jian)等部(bu)(bu)門的(de)安(an)全生產(chan)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)督(du)管(guan)(guan)(guan)(guan)理(li)及工業(ye)主管(guan)(guan)(guan)(guan)部(bu)(bu)門的(de)安(an)全生產(chan)指導(dao)職(zhi)責,形成安(an)全生產(chan)綜(zong)合監(jian)(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)與(yu)行業(ye)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)指導(dao)相(xiang)結(jie)合的(de)工作(zuo)機制,加(jia)強協作(zuo),形成合力。在各級(ji)政(zheng)府統一(yi)領(ling)導(dao)下,嚴厲打擊(ji)非(fei)法(fa)違(wei)法(fa)生產(chan)、經營、建(jian)設等影響安(an)全生產(chan)的(de)行為,安(an)全生產(chan)綜(zong)合監(jian)(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)和行業(ye)管(guan)(guan)(guan)(guan)理(li)部(bu)(bu)門要(yao)會同司法(fa)機關聯合執法(fa),以強有(you)力措(cuo)施(shi)查(cha)處、取締非(fei)法(fa)企(qi)業(ye)。對(dui)重大安(an)全隱患治(zhi)理(li)實行逐級(ji)掛牌(pai)督(du)辦(ban)、公告(gao)制度,重大隱患治(zhi)理(li)由(you)省級(ji)安(an)全生產(chan)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)部(bu)(bu)門或行業(ye)主管(guan)(guan)(guan)(guan)部(bu)(bu)門掛牌(pai)督(du)辦(ban),國家(jia)相(xiang)關部(bu)(bu)門加(jia)強督(du)促檢(jian)查(cha)。對(dui)拒不執行監(jian)(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)察指令的(de)企(qi)業(ye),要(yao)依法(fa)依規從重處罰。進一(yi)步(bu)加(jia)強監(jian)(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)力量建(jian)設,提高(gao)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)人員專業(ye)素質(zhi)(zhi)和技術(shu)裝備水平,強化(hua)基層站點(dian)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)能力,加(jia)強對(dui)企(qi)業(ye)安(an)全生產(chan)的(de)現場監(jian)(jian)(jian)(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)和技術(shu)指導(dao)。
12.強(qiang)化企(qi)業(ye)安(an)(an)(an)全(quan)(quan)生(sheng)產(chan)屬地管理。安(an)(an)(an)全(quan)(quan)生(sheng)產(chan)監(jian)管監(jian)察(cha)部(bu)門(men)、負有安(an)(an)(an)全(quan)(quan)生(sheng)產(chan)監(jian)管職責的有關部(bu)門(men)和(he)行(xing)業(ye)管理部(bu)門(men)要按職責分工(gong),對當地企(qi)業(ye)包括中央(yang)、省(sheng)屬企(qi)業(ye)實(shi)行(xing)嚴格的安(an)(an)(an)全(quan)(quan)生(sheng)產(chan)監(jian)督(du)檢查和(he)管理,組織對企(qi)業(ye)安(an)(an)(an)全(quan)(quan)生(sheng)產(chan)狀(zhuang)況進(jin)行(xing)安(an)(an)(an)全(quan)(quan)標準化分級考核(he)評價,評價結果向社會公開(kai),并向銀行(xing)業(ye)、證券業(ye)、保險業(ye)、擔保業(ye)等主管部(bu)門(men)通報,作為企(qi)業(ye)信用評級的重(zhong)要參考依據。
13.加(jia)強(qiang)建(jian)(jian)(jian)設(she)(she)項(xiang)目(mu)(mu)安(an)(an)(an)全(quan)(quan)(quan)管(guan)理。強(qiang)化項(xiang)目(mu)(mu)安(an)(an)(an)全(quan)(quan)(quan)設(she)(she)施(shi)(shi)核準審批,加(jia)強(qiang)建(jian)(jian)(jian)設(she)(she)項(xiang)目(mu)(mu)的(de)(de)日常安(an)(an)(an)全(quan)(quan)(quan)監(jian)管(guan),嚴格落實審批、監(jian)管(guan)的(de)(de)責(ze)任(ren)(ren)。企(qi)業新建(jian)(jian)(jian)、改(gai)建(jian)(jian)(jian)、擴建(jian)(jian)(jian)工程(cheng)項(xiang)目(mu)(mu)的(de)(de)安(an)(an)(an)全(quan)(quan)(quan)設(she)(she)施(shi)(shi),要包括安(an)(an)(an)全(quan)(quan)(quan)監(jian)控設(she)(she)施(shi)(shi)和防(fang)(fang)瓦斯等(deng)有害氣體(ti)、防(fang)(fang)塵、排水、防(fang)(fang)火、防(fang)(fang)爆(bao)等(deng)設(she)(she)施(shi)(shi),并(bing)與主體(ti)工程(cheng)同時(shi)設(she)(she)計、同時(shi)施(shi)(shi)工、同時(shi)投入(ru)生產(chan)和使(shi)用(yong)。安(an)(an)(an)全(quan)(quan)(quan)設(she)(she)施(shi)(shi)與建(jian)(jian)(jian)設(she)(she)項(xiang)目(mu)(mu)主體(ti)工程(cheng)未(wei)(wei)做到同時(shi)設(she)(she)計的(de)(de)一律不予(yu)審批,未(wei)(wei)做到同時(shi)施(shi)(shi)工的(de)(de)責(ze)令立即停(ting)止施(shi)(shi)工,未(wei)(wei)同時(shi)投入(ru)使(shi)用(yong)的(de)(de)不得(de)頒發安(an)(an)(an)全(quan)(quan)(quan)生產(chan)許(xu)可證,并(bing)視情(qing)節追(zhui)究(jiu)有關單(dan)位(wei)負責(ze)人的(de)(de)責(ze)任(ren)(ren)。嚴格落實建(jian)(jian)(jian)設(she)(she)、設(she)(she)計、施(shi)(shi)工、監(jian)理、監(jian)管(guan)等(deng)各方安(an)(an)(an)全(quan)(quan)(quan)責(ze)任(ren)(ren)。對項(xiang)目(mu)(mu)建(jian)(jian)(jian)設(she)(she)生產(chan)經營單(dan)位(wei)存在違法(fa)(fa)分包、轉包等(deng)行(xing)為的(de)(de),立即依(yi)法(fa)(fa)停(ting)工停(ting)產(chan)整頓(dun),并(bing)追(zhui)究(jiu)項(xiang)目(mu)(mu)業主、承包方等(deng)各方責(ze)任(ren)(ren)。
14.加強(qiang)社會監(jian)(jian)督(du)(du)和輿論(lun)監(jian)(jian)督(du)(du)。要充分發揮工(gong)會、共(gong)青團、婦聯組織的(de)(de)(de)作用,依法維(wei)護和落實企(qi)業職工(gong)對安全(quan)生產的(de)(de)(de)參與權(quan)與監(jian)(jian)督(du)(du)權(quan),鼓勵職工(gong)監(jian)(jian)督(du)(du)舉(ju)報(bao)(bao)各類安全(quan)隱(yin)患,對舉(ju)報(bao)(bao)者予以獎勵。有關(guan)部門和地方要進一步暢通安全(quan)生產的(de)(de)(de)社會監(jian)(jian)督(du)(du)渠道,設立(li)舉(ju)報(bao)(bao)箱,公布舉(ju)報(bao)(bao)電話,接受人民群眾的(de)(de)(de)公開監(jian)(jian)督(du)(du)。要發揮新聞媒體的(de)(de)(de)輿論(lun)監(jian)(jian)督(du)(du),對輿論(lun)反映的(de)(de)(de)客觀問題要深查原因,切實整改。
五、建設更加高效的應急救援體系
15.加快國家安全生(sheng)產(chan)應(ying)急救(jiu)援基地建(jian)(jian)(jian)設(she)(she)(she)。按行業(ye)類型(xing)和(he)(he)(he)區(qu)域(yu)分布,依托大(da)型(xing)企業(ye),在中央預算內基建(jian)(jian)(jian)投資支(zhi)持(chi)下,先(xian)期抓緊建(jian)(jian)(jian)設(she)(she)(she)7個國家礦山(shan)應(ying)急救(jiu)援隊(dui)(dui),配備性(xing)能(neng)可(ke)靠、機(ji)動性(xing)強的(de)裝備和(he)(he)(he)設(she)(she)(she)備,保障必要(yao)的(de)運行維護費用。推(tui)進(jin)公路(lu)(lu)交通、鐵路(lu)(lu)運輸(shu)、水上搜(sou)救(jiu)、船(chuan)舶溢油、油氣田、危險(xian)化學(xue)品等行業(ye)(領(ling)域(yu))國家救(jiu)援基地和(he)(he)(he)隊(dui)(dui)伍建(jian)(jian)(jian)設(she)(she)(she)。鼓(gu)勵和(he)(he)(he)支(zhi)持(chi)各地區(qu)、各部門、各行業(ye)依托大(da)型(xing)企業(ye)和(he)(he)(he)專業(ye)救(jiu)援力量(liang),加強服務周邊(bian)的(de)區(qu)域(yu)性(xing)應(ying)急救(jiu)援能(neng)力建(jian)(jian)(jian)設(she)(she)(she)。
16.建立完善(shan)(shan)企業安全(quan)生(sheng)產預(yu)警(jing)機制。企業要(yao)建立完善(shan)(shan)安全(quan)生(sheng)產動態(tai)監控及預(yu)警(jing)預(yu)報體系,每月進行一次安全(quan)生(sheng)產風險(xian)分析。發(fa)現事故征兆要(yao)立即發(fa)布預(yu)警(jing)信息,落(luo)實防范(fan)和(he)應急處(chu)置措施。對(dui)重大危險(xian)源和(he)重大隱患要(yao)報當地(di)安全(quan)生(sheng)產監管(guan)監察部(bu)(bu)門(men)、負有安全(quan)生(sheng)產監管(guan)職責(ze)的(de)有關部(bu)(bu)門(men)和(he)行業管(guan)理部(bu)(bu)門(men)備(bei)案。涉及國家秘密(mi)的(de),按有關規定執(zhi)行。
17.完善企業(ye)應急預(yu)案(an)(an)。企業(ye)應急預(yu)案(an)(an)要與(yu)當地政府應急預(yu)案(an)(an)保持銜接,并定期進行演練。賦予企業(ye)生產現場帶班(ban)人(ren)員、班(ban)組長和調度人(ren)員在(zai)遇(yu)到險情(qing)時第一時間下(xia)達停(ting)產撤人(ren)命(ming)令(ling)的(de)直接決(jue)策權(quan)和指揮權(quan)。因撤離不及時導致人(ren)身傷亡事故的(de),要從重追(zhui)究相關人(ren)員的(de)法律責任。
六、嚴格行業安全準入
18.加快完(wan)善安(an)全生(sheng)產(chan)技(ji)術(shu)(shu)(shu)標(biao)準。各行(xing)業管(guan)理(li)部門和(he)負(fu)有安(an)全生(sheng)產(chan)監管(guan)職責的(de)有關部門要根據行(xing)業技(ji)術(shu)(shu)(shu)進步和(he)產(chan)業升級(ji)的(de)要求(qiu),加快制(zhi)定修(xiu)訂(ding)生(sheng)產(chan)、安(an)全技(ji)術(shu)(shu)(shu)標(biao)準,制(zhi)定和(he)實(shi)施高危行(xing)業從業人員資(zi)格標(biao)準。對實(shi)施許(xu)可證(zheng)管(guan)理(li)制(zhi)度的(de)危險(xian)性(xing)作(zuo)業要制(zhi)定落實(shi)專項安(an)全技(ji)術(shu)(shu)(shu)作(zuo)業規(gui)程和(he)崗位安(an)全操作(zuo)規(gui)程。
19.嚴(yan)格安(an)(an)(an)全生(sheng)(sheng)產(chan)準(zhun)入(ru)前置(zhi)條(tiao)件(jian)。把(ba)符(fu)合安(an)(an)(an)全生(sheng)(sheng)產(chan)標準(zhun)作(zuo)為高危行(xing)業(ye)企(qi)業(ye)準(zhun)入(ru)的(de)前置(zhi)條(tiao)件(jian),實(shi)行(xing)嚴(yan)格的(de)安(an)(an)(an)全標準(zhun)核準(zhun)制(zhi)度(du)。礦山建(jian)(jian)設(she)(she)項目和用于生(sheng)(sheng)產(chan)、儲存危險物品的(de)建(jian)(jian)設(she)(she)項目,應當分別按照國家有關(guan)規(gui)定進行(xing)安(an)(an)(an)全條(tiao)件(jian)論證和安(an)(an)(an)全評(ping)價,嚴(yan)把(ba)安(an)(an)(an)全生(sheng)(sheng)產(chan)準(zhun)入(ru)關(guan)。凡不符(fu)合安(an)(an)(an)全生(sheng)(sheng)產(chan)條(tiao)件(jian)違規(gui)建(jian)(jian)設(she)(she)的(de),要立即停止建(jian)(jian)設(she)(she),情(qing)節嚴(yan)重的(de)由本級人民政府或(huo)主管(guan)部門實(shi)施(shi)關(guan)閉取締。降低標準(zhun)造成隱(yin)患的(de),要追究相關(guan)人員和負責人的(de)責任。
20.發(fa)揮安全(quan)生(sheng)產專(zhuan)業(ye)(ye)(ye)(ye)服務機(ji)構的作用。依(yi)托科(ke)研院所,結(jie)合事業(ye)(ye)(ye)(ye)單位(wei)改(gai)制(zhi),推動安全(quan)生(sheng)產評(ping)價、技(ji)(ji)術(shu)支持、安全(quan)培訓、技(ji)(ji)術(shu)改(gai)造等(deng)服務性機(ji)構的規(gui)(gui)范(fan)發(fa)展。制(zhi)定(ding)完善安全(quan)生(sheng)產專(zhuan)業(ye)(ye)(ye)(ye)服務機(ji)構管(guan)理辦法,保證專(zhuan)業(ye)(ye)(ye)(ye)服務機(ji)構從(cong)業(ye)(ye)(ye)(ye)行為的專(zhuan)業(ye)(ye)(ye)(ye)性、獨立(li)性和客觀性。專(zhuan)業(ye)(ye)(ye)(ye)服務機(ji)構對相關(guan)(guan)評(ping)價、鑒定(ding)結(jie)論(lun)承(cheng)擔法律(lv)責(ze)任,對違法違規(gui)(gui)、弄虛作假的,要(yao)依(yi)法依(yi)規(gui)(gui)從(cong)嚴(yan)追究相關(guan)(guan)人員(yuan)和機(ji)構的法律(lv)責(ze)任,并降低或取消(xiao)相關(guan)(guan)資質。
七、加強政策引導
21.制(zhi)定促進安(an)(an)全(quan)(quan)技術(shu)裝(zhuang)備發(fa)展的(de)(de)產(chan)業(ye)(ye)(ye)政策。要(yao)鼓勵和引導(dao)企業(ye)(ye)(ye)研發(fa)、采用先進適用的(de)(de)安(an)(an)全(quan)(quan)技術(shu)和產(chan)品,鼓勵安(an)(an)全(quan)(quan)生產(chan)適用技術(shu)和新裝(zhuang)備、新工藝、新標準(zhun)的(de)(de)推廣應用。把安(an)(an)全(quan)(quan)檢測監(jian)控、安(an)(an)全(quan)(quan)避險、安(an)(an)全(quan)(quan)保護(hu)、個人防(fang)護(hu)、災害(hai)監(jian)控、特種安(an)(an)全(quan)(quan)設施及應急救援(yuan)等安(an)(an)全(quan)(quan)生產(chan)專用設備的(de)(de)研發(fa)制(zhi)造(zao)(zao),作為安(an)(an)全(quan)(quan)產(chan)業(ye)(ye)(ye)加以培育,納入國家振興(xing)裝(zhuang)備制(zhi)造(zao)(zao)業(ye)(ye)(ye)的(de)(de)政策支持范疇。大力發(fa)展安(an)(an)全(quan)(quan)裝(zhuang)備融資租賃業(ye)(ye)(ye)務,促進高危行(xing)業(ye)(ye)(ye)企業(ye)(ye)(ye)加快提升安(an)(an)全(quan)(quan)裝(zhuang)備水平。
22.加(jia)大安(an)全(quan)專(zhuan)項投(tou)入。切實(shi)(shi)做好尾礦庫治理、扶持煤礦安(an)全(quan)技改建設、瓦斯防治和小煤礦整頓(dun)關閉等各類(lei)中央(yang)資金的安(an)排使(shi)用(yong),落實(shi)(shi)地(di)方(fang)和企業(ye)(ye)配套資金。加(jia)強(qiang)對高危行(xing)業(ye)(ye)企業(ye)(ye)安(an)全(quan)生產費用(yong)提取(qu)和使(shi)用(yong)管理的監督檢查,進(jin)一步完(wan)善(shan)(shan)高危行(xing)業(ye)(ye)企業(ye)(ye)安(an)全(quan)生產費用(yong)財務管理制(zhi)度(du),研究提高安(an)全(quan)生產費用(yong)提取(qu)下限標準,適當擴大適用(yong)范圍。依法加(jia)強(qiang)道路交通事故社會(hui)救助基金制(zhi)度(du)建設,加(jia)快建立(li)完(wan)善(shan)(shan)水(shui)上搜(sou)救獎勵與補償機制(zhi)。高危行(xing)業(ye)(ye)企業(ye)(ye)探索(suo)實(shi)(shi)行(xing)全(quan)員安(an)全(quan)風險抵(di)押金制(zhi)度(du)。完(wan)善(shan)(shan)落實(shi)(shi)工(gong)傷保(bao)險制(zhi)度(du),積極穩妥推行(xing)安(an)全(quan)生產責任保(bao)險制(zhi)度(du)。
23.提(ti)高工(gong)(gong)傷事故死亡職工(gong)(gong)一(yi)次性賠償標準。從2011年(nian)1月1日(ri)起,依(yi)(yi)照《工(gong)(gong)傷保(bao)險條例》的規(gui)定,對因生(sheng)產安全(quan)事故造成的職工(gong)(gong)死亡,其一(yi)次性工(gong)(gong)亡補助金標準調整為按(an)全(quan)國上一(yi)年(nian)度城鎮居民人均可支配收(shou)入(ru)的20倍計算(suan),發(fa)放給工(gong)(gong)亡職工(gong)(gong)近親屬。同時(shi),依(yi)(yi)法確保(bao)工(gong)(gong)亡職工(gong)(gong)一(yi)次性喪葬補助金、供養親屬撫恤金的發(fa)放。
24.鼓(gu)勵擴(kuo)大專業(ye)技術和(he)技能(neng)人(ren)(ren)才培(pei)養。進一(yi)步落實完(wan)善(shan)校(xiao)企合作辦學、對口單(dan)招、訂單(dan)式培(pei)養等政策,鼓(gu)勵高(gao)等院校(xiao)、職業(ye)學校(xiao)逐年擴(kuo)大采礦、機電、地質(zhi)、通風、安全等相關專業(ye)人(ren)(ren)才的招生培(pei)養規模,加快培(pei)養高(gao)危行(xing)業(ye)專業(ye)人(ren)(ren)才和(he)生產一(yi)線急需技能(neng)型人(ren)(ren)才。
八、更加注重經濟發展方式轉變
25.制(zhi)定落(luo)實安全生產規劃。各地(di)區、各有關部門要(yao)(yao)把(ba)安全生產納入經濟社會發展的總體(ti)布局,在制(zhi)定國家、地(di)區發展規劃時,要(yao)(yao)同步明確(que)安全生產目標(biao)和專(zhuan)項規劃。企(qi)業要(yao)(yao)把(ba)安全生產工作(zuo)的各項要(yao)(yao)求落(luo)實在企(qi)業發展和日常工作(zuo)之中,在制(zhi)定企(qi)業發展規劃和年度生產經營計劃中要(yao)(yao)突出安全生產,確(que)保安全投入和各項安全措(cuo)施到位。
26.強制(zhi)淘汰(tai)落(luo)后技(ji)(ji)(ji)術(shu)產品。不符合(he)有關(guan)安(an)全(quan)標(biao)準(zhun)、安(an)全(quan)性能低下、職業(ye)危害嚴重(zhong)、危及安(an)全(quan)生產的落(luo)后技(ji)(ji)(ji)術(shu)、工藝和裝備(bei)要(yao)列入國家產業(ye)結構(gou)調(diao)整指導目(mu)(mu)錄,予(yu)(yu)以強制(zhi)性淘汰(tai)。各(ge)省級人(ren)民政(zheng)府也要(yao)制(zhi)訂本地區(qu)相應的目(mu)(mu)錄和措施,支持有效(xiao)消除(chu)重(zhong)大(da)安(an)全(quan)隱(yin)患的技(ji)(ji)(ji)術(shu)改造和搬遷項目(mu)(mu),遏制(zhi)安(an)全(quan)水平低、保(bao)障能力差的項目(mu)(mu)建(jian)設和延續。對存在落(luo)后技(ji)(ji)(ji)術(shu)裝備(bei)、構(gou)成重(zhong)大(da)安(an)全(quan)隱(yin)患的企業(ye),要(yao)予(yu)(yu)以公(gong)布,責令限期(qi)整改,逾期(qi)未(wei)整改的依法予(yu)(yu)以關(guan)閉。
27.加快產業重組步伐。要(yao)充分發揮產業政策導(dao)向和市(shi)場機制(zhi)的作用,加大對相關高(gao)危行業企(qi)業重組力度(du),進(jin)一(yi)步整(zheng)合或淘汰(tai)浪費資源(yuan)、安全(quan)保障低的落后產能,提高(gao)安全(quan)基礎保障能力。
九、實行更加嚴格的考核和責任追究
28.嚴(yan)格落實安全(quan)目標(biao)考核(he)(he)。對各(ge)地區(qu)、各(ge)有關(guan)部門和企(qi)業完成(cheng)年度(du)生(sheng)(sheng)產(chan)安全(quan)事(shi)故控制指(zhi)標(biao)情況進行嚴(yan)格考核(he)(he),并建(jian)立激勵約束機制。加大(da)重(zhong)(zhong)(zhong)特(te)大(da)事(shi)故的(de)(de)考核(he)(he)權重(zhong)(zhong)(zhong),發生(sheng)(sheng)特(te)別(bie)重(zhong)(zhong)(zhong)大(da)生(sheng)(sheng)產(chan)安全(quan)事(shi)故的(de)(de),要根據(ju)情節輕(qing)重(zhong)(zhong)(zhong),追(zhui)究地市級分管(guan)領(ling)導或主要領(ling)導的(de)(de)責(ze)任;后果(guo)特(te)別(bie)嚴(yan)重(zhong)(zhong)(zhong)、影(ying)響特(te)別(bie)惡劣的(de)(de),要按規定追(zhui)究省部級相(xiang)關(guan)領(ling)導的(de)(de)責(ze)任。加強(qiang)安全(quan)生(sheng)(sheng)產(chan)基(ji)礎工作(zuo)考核(he)(he),加快推進安全(quan)生(sheng)(sheng)產(chan)長效機制建(jian)設,堅決遏制重(zhong)(zhong)(zhong)特(te)大(da)事(shi)故的(de)(de)發生(sheng)(sheng)。
29.加大(da)對(dui)事(shi)故企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)負(fu)(fu)(fu)責(ze)(ze)(ze)人(ren)的(de)(de)責(ze)(ze)(ze)任追(zhui)(zhui)究(jiu)力度。企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)發生(sheng)重大(da)生(sheng)產(chan)(chan)安全責(ze)(ze)(ze)任事(shi)故,追(zhui)(zhui)究(jiu)事(shi)故企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)主(zhu)(zhu)要(yao)(yao)負(fu)(fu)(fu)責(ze)(ze)(ze)人(ren)責(ze)(ze)(ze)任;觸犯(fan)法(fa)律(lv)(lv)(lv)(lv)的(de)(de),依(yi)法(fa)追(zhui)(zhui)究(jiu)事(shi)故企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)主(zhu)(zhu)要(yao)(yao)負(fu)(fu)(fu)責(ze)(ze)(ze)人(ren)或企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)實際(ji)控制人(ren)的(de)(de)法(fa)律(lv)(lv)(lv)(lv)責(ze)(ze)(ze)任。發生(sheng)特(te)別重大(da)事(shi)故,除追(zhui)(zhui)究(jiu)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)主(zhu)(zhu)要(yao)(yao)負(fu)(fu)(fu)責(ze)(ze)(ze)人(ren)和實際(ji)控制人(ren)責(ze)(ze)(ze)任外,還要(yao)(yao)追(zhui)(zhui)究(jiu)上(shang)級企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)主(zhu)(zhu)要(yao)(yao)負(fu)(fu)(fu)責(ze)(ze)(ze)人(ren)的(de)(de)責(ze)(ze)(ze)任;觸犯(fan)法(fa)律(lv)(lv)(lv)(lv)的(de)(de),依(yi)法(fa)追(zhui)(zhui)究(jiu)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)主(zhu)(zhu)要(yao)(yao)負(fu)(fu)(fu)責(ze)(ze)(ze)人(ren)、企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)實際(ji)控制人(ren)和上(shang)級企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)負(fu)(fu)(fu)責(ze)(ze)(ze)人(ren)的(de)(de)法(fa)律(lv)(lv)(lv)(lv)責(ze)(ze)(ze)任。對(dui)重大(da)、特(te)別重大(da)生(sheng)產(chan)(chan)安全責(ze)(ze)(ze)任事(shi)故負(fu)(fu)(fu)有主(zhu)(zhu)要(yao)(yao)責(ze)(ze)(ze)任的(de)(de)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye),其主(zhu)(zhu)要(yao)(yao)負(fu)(fu)(fu)責(ze)(ze)(ze)人(ren)終身不得擔任本行業(ye)(ye)(ye)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)的(de)(de)礦長(廠長、經理(li))。對(dui)非(fei)法(fa)違(wei)法(fa)生(sheng)產(chan)(chan)造成(cheng)人(ren)員傷亡的(de)(de),以及瞞(man)報事(shi)故、事(shi)故后逃逸等(deng)情(qing)節特(te)別惡(e)劣的(de)(de),要(yao)(yao)依(yi)法(fa)從重處罰。
30.加大(da)(da)對事(shi)故(gu)企(qi)業的(de)(de)(de)處罰力度。對于發生(sheng)重大(da)(da)、特(te)別重大(da)(da)生(sheng)產安(an)全(quan)責任(ren)事(shi)故(gu)或(huo)一(yi)年(nian)內發生(sheng)2次(ci)以上較大(da)(da)生(sheng)產安(an)全(quan)責任(ren)事(shi)故(gu)并負(fu)主(zhu)要(yao)責任(ren)的(de)(de)(de)企(qi)業,以及存(cun)在(zai)重大(da)(da)隱患(huan)整改不(bu)力的(de)(de)(de)企(qi)業,由省級及以上安(an)全(quan)監管監察(cha)部(bu)門(men)(men)會(hui)(hui)同有(you)關(guan)行業主(zhu)管部(bu)門(men)(men)向社會(hui)(hui)公(gong)告,并向投(tou)資、國土資源、建(jian)設、銀行、證(zheng)(zheng)券等主(zhu)管部(bu)門(men)(men)通(tong)報,一(yi)年(nian)內嚴格(ge)限制新增的(de)(de)(de)項目核準(zhun)、用(yong)地(di)審(shen)批、證(zheng)(zheng)券融(rong)資等,并作為銀行貸款(kuan)等的(de)(de)(de)重要(yao)參考依據。
31.對打擊非(fei)法生產不力的(de)(de)(de)地方實行嚴(yan)格的(de)(de)(de)責任(ren)追(zhui)究(jiu)。在所轄區域對群眾舉報、上級(ji)督(du)辦、日常檢查發現(xian)的(de)(de)(de)非(fei)法生產企(qi)業(單位)沒有(you)采(cai)取(qu)有(you)效措施予以查處,致使非(fei)法生產企(qi)業(單位)存(cun)在的(de)(de)(de),對縣(xian)(市、區)、鄉(鎮)人民政府(fu)主要領導以及相關責任(ren)人,根據情節輕重(zhong),給予降級(ji)、撤職或(huo)者(zhe)開除的(de)(de)(de)行政處分,涉嫌犯罪的(de)(de)(de),依法追(zhui)究(jiu)刑事責任(ren)。國家另有(you)規(gui)定(ding)的(de)(de)(de),從其規(gui)定(ding)。
32.建立(li)事(shi)故(gu)查處督(du)辦制度。依法嚴格事(shi)故(gu)查處,對事(shi)故(gu)查處實(shi)(shi)行地方(fang)各級安全(quan)(quan)生(sheng)產委員會層層掛牌督(du)辦,重大事(shi)故(gu)查處實(shi)(shi)行國務院安全(quan)(quan)生(sheng)產委員會掛牌督(du)辦。事(shi)故(gu)查處結(jie)案后,要(yao)及時(shi)予以公(gong)告,接受社會監督(du)。
各(ge)(ge)地(di)區(qu)(qu)、各(ge)(ge)部(bu)(bu)門(men)和(he)(he)(he)各(ge)(ge)有(you)關單位(wei)要(yao)做好對加(jia)(jia)強企業(ye)安(an)全(quan)生產工(gong)作(zuo)(zuo)(zuo)的組織實(shi)(shi)施(shi)(shi),制訂部(bu)(bu)署本(ben)(ben)(ben)地(di)區(qu)(qu)本(ben)(ben)(ben)行業(ye)貫徹(che)落實(shi)(shi)本(ben)(ben)(ben)通知要(yao)求的具體措(cuo)施(shi)(shi),加(jia)(jia)強監督檢(jian)查(cha)和(he)(he)(he)指導,及時(shi)(shi)研(yan)究、協調解(jie)決(jue)貫徹(che)實(shi)(shi)施(shi)(shi)中出現的突出問題。國務(wu)(wu)院(yuan)(yuan)安(an)全(quan)生產委(wei)(wei)員會辦(ban)公室和(he)(he)(he)國務(wu)(wu)院(yuan)(yuan)有(you)關部(bu)(bu)門(men)要(yao)加(jia)(jia)強工(gong)作(zuo)(zuo)(zuo)督查(cha),及時(shi)(shi)掌握各(ge)(ge)地(di)區(qu)(qu)、各(ge)(ge)部(bu)(bu)門(men)和(he)(he)(he)本(ben)(ben)(ben)行業(ye)(領(ling)域)工(gong)作(zuo)(zuo)(zuo)進展(zhan)情(qing)況,確保各(ge)(ge)項規(gui)定(ding)、措(cuo)施(shi)(shi)執行落實(shi)(shi)到位(wei)。省級人民(min)政府和(he)(he)(he)國務(wu)(wu)院(yuan)(yuan)有(you)關部(bu)(bu)門(men)要(yao)將加(jia)(jia)強企業(ye)安(an)全(quan)生產工(gong)作(zuo)(zuo)(zuo)情(qing)況及時(shi)(shi)報送國務(wu)(wu)院(yuan)(yuan)安(an)全(quan)生產委(wei)(wei)員會辦(ban)公室。
